Belinda Arrington Carter

ROCKY MOUNT – Vickie “Belinda” Arrington Carter, age 76, passed away peacefully surrounded by family on Friday, January 9, 2026. In addition to her parents, Belinda is preceded in death by her brother Bryant Anthony Arrington and her sister Judy Leith Wimbish.  She is survived by her devoted husband, David Wayne Carter; her loving children, Heather Marie Boussios and husband John Boussios of Raleigh, and Marianne Carter-Maschal and husband Ben Maschal of Chapel Hill; grandchildren Eli, Sophia, Noah, Teddy, Remy, Olin and Alma; and several nieces and nephews.

Belinda was born December 8, 1949, in Corpus Christi, Texas, to the late Albert Bryant and Mattie Vivian Lane Arrington. She was the youngest of three children in a Navy family. They moved a lot when she was a kid, and she spent time living in the Philippines, Guam, San Diego, and Kingsport, Tennessee. After attending Lynn View High School and East Tennessee State University, she married her sweetheart, David Carter, and moved to Winston-Salem in 1973. They relocated to Rocky Mount in 1993.

Belinda will be remembered as a devoted wife, a loving and nurturing mom and grandma, loyal friend, educator, and mentor. Those who knew her best will remember her for how she loved and cared for everyone in her orbit. She was a stay at home mom when her children were young, and for the last several years, she was her husband’s rock as he battled illness.  She loved being a grandma.  She built numerous strong and lasting friendships in her lifetime, and she kept tabs on every friend – often sending thoughtful cards, handcrafted gifts, and leaving homemade cookies on people’s doorsteps.

Belinda dedicated nearly 25 years to teaching elementary education in NC schools, including Winston-Salem Forsyth County School District, Nash Edgecombe County School District and Rocky Mount Preparatory Charter School. She retired in 2012.

She was an active advocate of literacy education. She presided over the North Carolina Reading Council during her later teaching years. She guided students to write letters to published authors, and more often than not, those authors wrote letters back to her students. She supported her students beyond the classroom, providing food, clothes and transportation when needed.

The family will be scheduling a celebration of life for late spring.

In lieu of flowers, the family asks that any donations be made in Belinda’s memory to Ronald McDonald House Charities of the Triangle or Down East Partnership for Children.

  1. Belinda and I met amost 40 years ago. She has been a part of my life as a co-worker, close-by neighbor and loving friend for all these years. My life was much better because she has been a part of it. Her family and friends meant everything to her.We will all miss her dearly.

  2. Belinda, David, my husband Tom, and I have been friends for over 50 years. Even though we lived 100 miles apart, Belinda and I spoke often and loved to share stories about our grandchildren. She made each of my 3 grandsons handmade quilts which they will always treasure. She was thoughtful and kind and shared her generosity with everyone she knew. She will truly be missed but never forgotten.

  3. The sad news came to us on Saturday our friend Belinda had passed away. It was so unexpected and we cried. She was special, and memories filled our hearts remembering the Rook games, cookouts and the simple phone calls to hear the joy she always had in her voice. To lose a friend such as Belinda along the way brings joy in knowing there will be another day. A wise man once said, “No one is lost if you know where they are.” Heaven is sweeter today with Belinda Carter there.

  4. Ms Vickie was a sweet and kind lady. I loved her fun personality. She loved to crochet. She made hats and cup coasters for all of us at Dr. Michal’s office. We will miss her! Prayers to the family for comfort during this difficult time.

  5. Mrs. Carter was a rare teaching gem at RMCS. My autistic son AJ LOVED her immensely. She would allow him to do his Math on the board because he couldn’t explain how to do it. He ALWAYS had 100% accuracy and skills that still carry him through today. Rest on Mrs. C.

  6. Belinda was a co-worker at Rocky Mount Prep in my early years of teaching. She always made sure my daughter had snacks after school or early in the morning. Belinda helped to instill a love of reading in her and so many young people. I hope to be able to have even a small part of influence that she had. Prayers to the family.

  7. Belinda was a very special lady she always brightened my day when she would come in my line at Harris Teeter. She would often bring me in something she had made. I will miss her infectious smile and her calling me Lady Bug, but most of all I will miss her. ❤️

  9. I am so sorry to hear about Mrs. Carter. We worked together at Rocky Mount Prep School for many years. She was a sweetheart. Mrs.Carter was not just a colleague, she was also a dear friend. She taught my son and she was one of his favorite teachers. 🥲He often times reflects back to her and mentions how she is one of the reasons he loves to read and write poetry today. It breaks my heart to have to give him this heartbreaking news. 🥲 My deepest condolences & prayers🙏🏼 to her family and all of her friends, myself included. Lord knows she touched a lot of lives. I will always remember the love she had for her family, friends, students and for teaching.

  10. Rest easy to one of my favorite teachers i will never forget. Educators like you are the reason I got into daycare. I own a daycare and I now teach our youth and you helped shape that. You will be missed.

  12. We will miss your sweet southern lady voice. we meant in 1973 and our friendship has lasted across country . I remember taking our girls to the mall and getting their pictures taken. Living around the corner from them. So many memories we will cherish Forever
